Deputy Commissioner of Operations Support, Internal Revenue Service

Peggy Sherry is the Deputy Commissioner for Operations Support for the IRS. As Deputy Commissioner, she reports directly to the Commissioner and oversees the integrated IRS support functions, facilitating economy of scale efficiencies and better business practices. She provides leadership for an IRS budget of $12 billion and procurement acquisition of $2.1 billion.

Peggy directs major information technology projects to handle the demands of 21st century tax administration while keeping over 500 computer systems up and running. She ensures policy development for personnel, services, technology and security affecting over 92,000 IRS employees and maintaining buildings and property at over 600 locations nationwide. Accounting for over $2.9 trillion in tax revenue collected by the IRS is also the responsibility of the Operations Support Deputy Commissioner.

Peggy came to the IRS from the U.S. Department of Homeland Security (DHS), where she served as the Chief Financial Officer and previously was the Acting CFO and Deputy CFO. At DHS, she was responsible for the strategic and financial goals of DHS. She played a key role leading budget formulation and execution; developing human capital and workforce initiatives; and overseeing DHS financial management systems and enterprise architecture. Notably, over the past five years Peggy has played an integral part in helping the agency achieve a major goal of receiving a clean audit opinion, led numerous business process reengineering efforts that improved internal controls, increased operational effectiveness and established department- wide financial management policies to ensure efficient and transparent operations of the Department.

Prior to joining the Department of Homeland Security, Peggy was the Deputy Chief Financial Officer for the United States Holocaust Memorial Museum. She oversaw the successful conversion to the Museum’s new financial management system and instituted processes that led to seven unqualified audit opinions on the Museum’s financial statements. Before then, she was an auditor with GAO for more than nine years. During her time at GAO, Ms. Sherry oversaw numerous financial audits, to include leading segments of the financial statement audit of the U.S. Government. Prior to her service in the public sector, she worked as a financial manager in the banking and construction industries. She is a recipient of both national and local awards from the Association of Government Accountants for her contributions to federal financial management.

Peggy is a Certified Public Accountant and a Certified Government Financial Manager. She holds a M.S. in Accounting and Finance from University of Maryland University College, along with a Bachelor’s Degree in Accounting from George Mason University.
