Brian Shaw



Director of Cyber Warfare DASN C41 & Space, United States Navy

Brian Shaw graduated from the US Naval Academy with honors in Ocean Engineering in 1975 and received his Naval Aviation wings in Kingsville, TX -- piloting F-14s at Naval Air Station Miramar and off USS Enterprise.

He entered Navy Civil Service as an engineer at the Naval Ocean System Center (now SPAWAR Systems Center - Pacific) in San Diego and moved into program management of large Navy technical development programs including the SSN-688 Vertical Launch Tomahawk program culminating in the installation of this weapon system aboard SSN-688 class nuclear submarines for fleet service.

Brian was made deputy Program Manager of Navy’s Advanced Technology Demonstration (ATD) Program Office in OPNAV and managed emerging technology programs in S&T, strike, ASW and AAW mission areas.

Brian move back to San Diego to manage Navy’s Sonabuoy Thinned Random Array Program (STRAP), a P-3 Orion based ASW processing system capable of dramatic improvements in the undersea detection and tracking of submarines.

Returning to DC, Mr. Shaw received his Level III DoD Acquisition certification and became program manager of the Submarine High Data Rate (Sub HDR) acquisition program which provided Navy’s attack submarines their first high bandwidth satellite communications capability.

Moving to the office of the Deputy Assistant Secretary of the Navy (DASN C4I / Space) he managed major Acquisition Category (ACAT) programs for ASN including UHF, MUOS, SHF, WGS, GBS, EHF, AEHF, TSAT, commercial satellite communications programs, and GPS. During this time, Brian received a Masters degree in System Engineering / C4I from George Mason University.

Brian Shaw was invited into the National Security Space Office (NSSO) and became Chief of the Architecture & Engineering Division where his team created the Integrated National Security Space Operating Concept (INSSOC) for integrating / optimizing the utilization of DOD and intelligence community space assets. He next became Chief of NSSO’s Planning, Development, and Assessment Division, and his division composed the National Security Space Plan (NSSP) and National Security Space Program Assessment (NSSPA).

Brian returned to the Deputy Assistant Secretary of the Navy (DASN C4I / IO /Space) in 2009 to take his current position as ASN RD&A Director of Cyber Warfare.

Mr. Shaw has been awarded three Navy Meritorious Civil Service Awards for program management, the Naval Research and Development Technical Director's award for excellence in program management, and SPAWAR's Management Award for streamlined program management.
