Lawrence Floyd

Mr. Floyd has more than 25 years of experience in government procurement, logistics management, financial management, information technology, and weapon systems acquisition management. He has designed, developed, and implemented full life cycle electronic business solutions in the areas of e-commerce, acquisition management, and procurement systems. Additionally, he has deep experience in business process reengineering, organizational performance improvement, and budget execution. He has performed requirements analysis, logistics management, software products evaluation, cost benefits analysis, and project management education. 

As both a warranted Defense Department contracting officer and private industry contracts manager, Mr. Floyd has experience in the following skills: Defined requirements; Conducted market research; Formulated contractual terms and conditions; Performed cost and price analysis; Hands-on cradle-to-grave experience with all types of Federal/Defense acquisition contracts including cost reimbursable, time-and-materials, fixed-price incentive, firm fixed-price, indefinite delivery/indefinite quantity, multiple award schedules, award fee, and delivery/multiple incentives. 

He has delivered professional contracting and knowledge management related presentations most recently at the DoD Procurement Conference 2010 and the NCMA World Congress 2010.
