Helene Johnson
Director Strategic Capture, Health IT, Northrop Grumman

Helene Johnson has 30 years of information technology experience. Presently, Ms. Johnson serves as Director of Capture for Northrop Grumman’s Health IT practice. In this role, Ms. Johnson directs a team of capture professionals in support of all new business opportunity captures.

Prior to joining Northrop Grumman, Ms. Johnson was a Vice President, Corporate Capture Management for CACI. In this role, Ms Johnson managed strategic captures for new opportunities covering agencies in the DoD and Civilian marketplace that are valued at $100M+. In addition, she provided strategic consulting and mentoring to other capture teams.

Prior to joining CACI, Ms Johnson was a Director in Computer Sciences Corporation’s Business Development organization covering the entire Civilian marketplace in the role of capture manager, relationship management and mentor for junior business development resources. Prior to this role, Ms. Johnson supported CSC’s Federal Strategic Initiatives Office performing strategic consulting in the areas of A-76 Captures and Performance Based Contracting/Managed Services. Prior to this role, Ms Johnson was the Director of New Business for the Resources and Environmental Services division of CSC. In this capacity, Ms Johnson directed all new business opportunities in an operational strategic focus leading the division in the area of acquisitions and growth. Prior to this role, Ms. Johnson was the Program Manager for the EPA Central Data Exchange (CDX). An enterprise-wide portal to the agency’s programs, CDX serves states, territories, localities and industry by facilitating data exchange regardless of format. Ms. Johnson was responsible for the capture, success and growth of this $285 million program for CSC.

Prior to joining Computer Sciences Corporation, Ms. Johnson was the Vice President of the Public Practice for Meritage Technologies where she formed a business to support the federal marketplace.

Before joining Meritage, Ms. Johnson was the Deputy Chief Information Officer with the Department of Education, Student Financial Assistance, where she focused on eCommerce Application Development. In this capacity, she demonstrated a strong understanding and agile ability to implement disciplined and structured processes (e.g. SEI CMM level 3 best practices) for both management of projects and flexibility in meeting business needs. She employed her strong grasp of technology applications to define a vision for her organization’s current and future business lines (e.g. enterprise perspective of business architecture). Ms. Johnson developed strong partnerships with IT and business executives within federal and commercial organizations. In addition, she implemented and guided leading edge technological solutions to advance business capabilities, while strategically reducing long term operating costs.

Before joining the department, Ms. Johnson supported the Social Security Administration and the Environmental Protection Agency as a consultant and Director with Lockheed Martin. In addition, she provided business development support for Department of Commerce agencies.

Prior to supporting the federal marketplace, Ms. Johnson led organizations that provided software integration, development, quality assurance, and sales support in the financial, educational, and manufacturing sectors.

Ms. Johnson holds a Masters of Science from Johns Hopkins University in Organizational Transformation and a Bachelors Degree from University of Baltimore in Information Technology.
