Ms. Debra (Debi) Santoro leads one of the DISA Contracting Divisions, located at Scott Air Force Base, Illinois. She was appointed to her current position in March 2006. She directs a staff of 140 professionals who annually acquire $2.8B of information technology products and services for the Department of Defense and other Federal Agencies.

Debi is Chief of the Information Technology (IT) Contracting Division for the Defense Information Technology Contracting Organization (DITCO) located at Scott AFB, Illinois. She reports to the Chief of DITCO-Scott. Her division acquires IT hardware, software and technical support services for a variety of DOD and non-DOD agencies. DISA customers include Computing Services, White House Communications Agency, Network Services, Information Assurance and Strategic Planning. Non-DISA customers include the Defense Commissary Agency (DeCA), Counterintelligence Field Activity (CIFA), Business Transformation Agency (BTA), National Security Agency (NSA) and US Transportation Command (TRANSCOM). Her division is also responsible for closing out all contracts in her division, as well as all contracts in the Telecommunication Contracting Division located at Scott AFB. Debi also serves as the Head of the Contracting Office (HCO) for the IT Contracting Division and has an unlimited Contracting Officer’s warrant. She has been with the government since August of 1979 and has been with DITCO since February 1984. She started as a Procurement Clerk and has held many jobs at DITCO, including Procurement Analyst where she developed policy and procedures and Contract Specialist and Contracting Officer in both the IT and Telecommunication Contracting Divisions doing cradle to grave contracting. She has a Bachelor’s Degree in Business Management and is Level III certified in Contracting.
