William Thoreen
Director, Enterprise Acquisitions Division, Office of Procurement Operations, Department of Homeland Security


William Thoreen is the Director of the Enterprise Acquisitions Division in the DHS Office of Procurement Operations.  He has more than 20 years experience in federal procurement and is responsible for the award and management of many of the Department’s major IT procurement programs, including EAGLE and FirstSource.  These contracts have been used to process more than 14,000 orders and $5.7 billion in obligations.  He is responsible for a variety of other enterprise procurements includes DHS OneNet, TASC, and TechOps, the Department’s first GWAC.     

Mr. Thoreen has served as a contracting officer for many major acquisitions in DHS.  Prior to joining DHS, he was a Contracting Officer on a variety of Department of the Treasury and IRS programs, including multiple Department-wide IT and telecommunications procurements. 

He was one of the three founding managers of the Defense Finance and Accounting Service (DFAS) procurement office, with a variety of responsibilities including operations, procurement policy and the small business program. 

Mr. Thoreen began his career at the Naval Regional Contracting Center, Washington, starting as a procurement intern and moving up to a first level manager.   

William holds a Bachelor of Science degree in Business Administration from the University of Nebraska at Omaha.
