Charles (Chuck) McGann
Corporate Information Security Officer, United States Postal Service

Charles L. (Chuck) McGann, Jr. is the Corporate Information Security Officer for the United States Postal Service (USPS). In this capacity, he has the responsibility of securing an intranet that is the largest maintained by any organization in the world with over 185,000 workstations and more than 10,000 servers. The USPS infrastructure encompasses over 600 business applications that support all aspects of business operations as well as movement of the mail. Any significant failure of these systems could cause delays in the processing and delivery of mail, which could damage the USPS reputation, have an economic impact on the country’s economy, and result in loss of business and increase USPS costs of operation.

In August of 2000, McGann was selected to create the Postal Service’s Computer Incident Response Team. This team is made up of Postal employees, contractors, and external service vendors. He is also responsible for all security vulnerability assessments, intrusion prevention, and detection functions.

In his 23 years with the Postal Service, McGann has held numerous positions, entering as Manager, Information Systems for the Springfield, Massachusetts district, and later served as an acting postmaster, business systems analyst, business project leader, distributed systems security specialist and CIRT manager.

McGann came to the Postal Service from the private sector with a varied background, including local politics, IT experience in healthcare and manufacturing, and law enforcement.

McGann holds an MBA from Strayer University, a bachelor’s degree from the University of Massachusetts, and two associate’s degrees from Springfield Technical Community College. He has attended numerous security conferences, including SANS, Black Hat, GFirst and InfoSec and is the Postal Service’s representative to the Department of Homeland Security US-CERT.

McGann is a certified information systems security professional (CISSP), a certified information security manager (CISM) and holds a certification for information assurance methodology (IAM) from the National Security Agency (NSA).
