Overview:
The U.S. Army recently shepherded the most significant financial management transformation in the service's history through the implementation of a department-wide enterprise resource planning system. The General Fund Enterprise Business System (GFEBS) is an unparalleled leap forward in Army financial management, fulfilling high-level mandates for auditability and fiscal responsibility while simultaneously transforming the Army's long-standing budget culture to a cost culture. GFEBS subsumes 107 older systems, managing $140 billion when fully deployed this year, and will meet the goal of producing auditable financial statements by 2017. Throughout the execution of GFEBS, Kristyn Jones, the Director of Financial Information Management briefed nearly ever senior Army officer about the project and its capabilities in addition to promoting new, comprehensive business processes across domains. The Army has almost completed worldwide deployment of GFEBS. In this presentation, Ms. Jones will detail how she was able to standardize business processes, enhance performance, and improve internal controls and identifies future opportunities for the Army and for others undertaking similar transformation efforts.
