John W. Lainhart IV

Mr. Lainhart is the IBM Global Business Services (GBS) US Public Sector Cybersecurity & Privacy Service Area Leader, performing IT Governance, risk management, security and privacy consulting, implementation and operations services for the US federal government, state and local governments, healthcare and education. He currently represents IBM on the National Governors Association (NGA) State Cybersecurity Advisory Council. He was recently co-chair of the National Association of Counties (NACo) Cyber Security Task Force and continues as a member of that task force. He represented IBM on the American Institute of Certified Public Accountant’s (AICPA) Assurance Services Executive Committee and was instrumental in the development of the AICPA’s TrustServices and SSAE No. 16. He has held numerous positions in the Information Systems Audit and Control Association/IT Governance Institute, including International President from 1984-1985, and currently chairs the COBIT 5 Online Task Force. He also served as Co-chair of the COBIT 5 Task Force and Principal Volunteer Advisor for IT Governance, COBIT, ValIT and RiskIT related initiatives. He has been a key member involved in the development of COBIT since its inception. Mr. Lainhart is recognized as the “father” of the Certified Information Systems Auditor (CISA) program. He has also co-authored two books on information systems auditing -- System Development Auditor and Computerized Information Systems (CIS) Audit Manual and a National Institute of Standards and Technology special publication on systems development life cycle auditing. Previously, Mr. Lainhart was an Officer of the U.S. House of Representatives, being appointed the first Inspector General. Prior to this he was a member of the Federal Government's Senior Executive Service serving as Assistant Inspector General, U.S. Department of Transportation (DOT). Mr. Lainhart also served as Group Director in the Information Management and Technology Division, U.S. Government Accountability Office. He is a retired Captain in the US Navy.
