Scott Palmer

United States Patent and Trademark Office

Scott Palmer is the Director of Procurement for the United States Patent and Trademark Office (USPTO), where he leads a dedicated procurement staff delivering timely, effective solutions that keep the country’s innovation agency on the leading edge of technology and efficiency. He is a key business advisor to the Chief Financial Officer and USPTO senior leadership on matters involving procurement, shared services, and strategic sourcing. Prior to his arrival at USPTO in June 2014, Mr. Palmer was the Deputy Head of the Contracting Activity at the United States Coast Guard. In that role, he was responsible for the procurement efforts of 700 contracting professionals who obligated more than $3 Billion annually to support the Coast Guard’s diverse acquisition portfolio and its broad mission set.

Mr. Palmer began his professional career as a contracting intern with the Department of Transportation. Following rotations at the National Highway Traffic Safety Administration and the Federal Railroad Administration, he became a full time contract specialist at the Coast Guard. During his 23 year tenure, Mr. Palmer held numerous key contracting positions and awarded billions of dollars in contracts for some of the Coast Guard’s most highly visible projects. He served as contracting officer for the Response Boat – Medium and the Medium Range Command and Control Aircraft projects and oversaw the development of the acquisition strategies and procurements of the Fast Response Cutter and the Offshore Patrol Cutter. In 2010, Mr. Palmer served as the Strategic Logistics Section Chief for the Coast Guard’s response to the Deepwater Horizon oil spill, where he reported directly to the Unified Area Commander and collaborated with key federal, state, and local stakeholders to provide real-time data across the response to optimize dispersion of critical resources.

Mr. Palmer received a Bachelor of Science in Commerce from the University of Virginia and a Master of Business Administration degree from George Mason University. He is a certified acquisition professional with a Level III certification in Contracting. Mr. Palmer lives in Centreville, VA with his wife Nathalie, and their daughters Rachel and Nicole.
