Carl J. DeBarnard, Jr.

Director, Enterprise Information Technology Division,
TSA Office of Contracts & Procurement

I have 21 years of federal contracting experience in with defense and civilian agencies. In 2004, I joined TSA as a Contracting Officer supporting TSA’s vetting and credentialing programs. I awarded TSA’s first fee for service contracts to conduct background checks and provide biometric based credentials to citizens requiring access to sensitive areas of the nation’s transportation infrastructure. In 2008, I took over in my current role as the Director for the Enterprise IT Acquisition Division where I have led the way in how TSA procures Information Technology products and services. Some of my more notable contracts and accomplishments have been the award of the Information Technology Infrastructure Program (ITIP) contract, which has stabilized TSA’s networking and data communications services. The Security Operations Center (SOC) contract provides continuous monitoring of TSA networks and has been a leader in DHS cyber security contracts. Most recently the TSA Agile Services contract which utilize agile development methodologies to deliver capability to end users more efficiently and less expensive than previous approaches employed by TSA.

I have a Bachelor of Arts Degree in Economics and Business from Virginia Military Institute and a Masters of Business Administration from Virginia Polytechnic Institute. In my spare time I enjoy golfing and relaxing on the Potomac River with my family.
