Mission-Driven Innovation in Acquisition

For the Department of Homeland Security, innovation in acquisition is a mission requirement. The department needs the ability to respond quickly to new and emerging requirements and to put new solutions in the field.

Over the last year, DHS, under the leadership of CIO Luke McCormack and Chief Procurement Officer Soraya Correa, has been testing new ideas for transforming its acquisition process, with the goal of providing much faster access to new technologies and services. One of the early fruits of this effort is the Flexible Agile Support for the Homeland (FLASH) program, which will provide Agile design and development teams to create digital solutions in support of DHS’s strategic mission and objectives.

 

All told, DHS has one of the largest IT budgets in government—$6.2 billion in fiscal 2016—with IT playing a critical role in all aspects of its mission. 

 

This event provided industry with updates on the department’s transformation effort and what it might mean for IT acquisition in the year ahead. Additionally, as part of the event, key DHS components offered insights into their mission-driven IT requirements.
