George Chambers

George Chambers is part of the Senior Executive Service (SES) and serves as the Executive Director of the Office of Information Technology Infrastructure and Operations (ITIO) and interim Executive Director, Office of Enterprise Application Development (OEAD) for the Office of the Chief Information Officer (OCIO) in the U.S. Department of Health and Human Services (HHS). In those roles, he has responsibility for the lifecycle development, implementation, support, and operations of shared enterprise solutions that assist federal agencies within HHS such as NIH, CDC, FDA, CMS, and IHS achieve their mission goals. With OEAD, Mr Chambers directs the administration of Human Resources systems and payroll support for over 88,000 employees. OEAD also supports of the Office of the Secretary (OS) staffing divisions and the smaller HHS operating divisions to ensure that business intelligence and reporting, data management, and collaborative workflow capabilities are enabled. Over the past year, Mr Chambers has also provided direct leadership for the ITIO organization. Using a customer focused approach, the provisioning of network infrastructure, access management, boundary securities, end user device engineering and refreshment, enterprise email services, help desk support, as well as the upgrade and maintenance of critical data center operations and cloud based application hosting, all have realized significant improvements in customer satisfaction under Mr Chambers.

In years prior to joining HHS, Mr. Chambers served in an SES appointment as Principal Advisor to the Assistant Secretary of Defense, Health Affairs. Working closely with the Surgeons General for Army, Air Force, and Navy/Marines, he directed the Military Health System EHR Center from 2010 through 2013. There, Mr. Chambers had responsibility for clinical systems and automation supporting 64 hospitals and 370 clinics worldwide with budgets of $1.2 billion. Mr. Chambers also represented the OCIO for the Department of Defense in the establishment and deployment of a medical community of interest network for integrated DoD and Veterans Affairs on medical systems that operate within the DoD Global Information Grid (GIG).

Mr. Chambers came to the federal government from private industry where he directed the selection, acquisition, configuration, and deployment of enterprise scale medical and clinical support systems for acute care, ambulatory, in-patient, and academic research facilities. In one such engagement, Mr. Chambers led a best-in-class Electronic Health Record (EHR) system deployment recognized by the Healthcare Information and Management Systems Society (HIMSS) with their 2010 Davies Award. Previous positions held by Mr. Chambers included VP and CIO with CPS International, regional Vice President with Computer Associates, Director of Systems and Networking with First Consulting Group, Associate CIO with Sealy Corp, Associate CTO with Fox Chase Cancer Center, Senior Manager with Price Waterhouse, and Director of Research & Development Programs with Westinghouse Defense Electronics.

Mr. Chambers holds a Bachelor of Science degree in Physics from the University of Maryland, College Park and a Masters of Engineering Administration from the George Washington University in Washington, DC. He is also currently a PhD candidate in Health Policy and Translational Clinical Research at the University of the Sciences in Philadelphia, PA. For philanthropy, Mr. Chambers is a founding member and served as Board President of Odyssey Charter School for 12 years. Students go to school free at this non-profit K-12 academic institution, are taught classic Greek language with content focused in mathematics, the sciences, and humanities, and perform scholastically in the top 5% of all public schools in Delaware.
